Default 2000 em1 no crank no start issue.

I have 12.56v at the starter, I have signal for the starter, and I have a good clutch switch, with a brand new Igniton switch. and still have no crank no start so X those off the list. I can jump the starter from the battery with the key in the run position and the car will crank like normal then start right up, and while the car is still running I can turn the key to the start position and the car will then shut off. Normally this will make the starter engage while the engine is running, yes not a good idea but I am trying to figure this issue out, I would like to think it is maybe a bad load relay? if the EM1 even have a load relay? I am unsure if anyone else has ran into this issue before? so any help would be great thanks.
