How cold are we talking here?
I have the same car and when it's cold out (i.e. winter conditions) it is slower to start for sure. 4 seconds is about right for me.

If it's not that cold then have your battery checked too just to be safe.
Throw in a bottle of injector cleaner and change the fuel filter.

by the way, your motor should turn over and start right if you have a good battery and no problems. I'm from minnesota and it gets to like -30 degrees up here. when i had my B16, it always started right up - parked outside. I would wake up around 6:30am to go to work. ur motor should start right up in cali since its stock.

My B16A2 Si motor had this problem. It didn't take "like 4 seconds" to start, but it definitely had to crank it a little when it was cold, before it fired - and I'm in Arizona, where it doesn't get very cold.

The 'fix' was to switch to regular unleaded - the premium unleaded was causing the problem.

Running regular makes my B16 car start up instantly, warm or cold, but it also makes the motor a little edgy. It doesn't knock, but it's like it always wants to go, sooo...

I started mixing some acetone with my fuel (2-3 oz per 10 gallons). That makes my B16A2 run smooth, baby, like a Cadillac!

I know this *sounds* crazy, but you might want to try it. I've run 100's of gallons of regular unleaded through my '99 B16A2 Si motor - and about 30% of that mixed with acetone - and it starts and runs great!
