Default 00 civic No HEAT

I have a 00 civic Hatch with an H22 in it. My problem Is that I do not have any heat in my vehicle. My lever is moving and opening the valve, all the coolant lines are hot. I dont get it my heat blows from Chilly to luke warm. Any ideas on what else it can be?

Thanks for the help..

Anyways, for those following along that was my buddy posting under my account.

We fixed it. The "water valve" that lets hot coolant into the motor was functioning improperly and not opening far enough.
