Default Help-fuel gauge problem

Posting this up for a friend. Tried the search and didnt find much info.

Completely stock 2002 4-door Civic DX automatic (34,134 miles)

Fuel gauge needle goes way past the "F" (full) approx. 1/2-3/4" when ignition is turned on and does not go all the way down when ignition is off (about the same 1/2-3/4" from the bottom).

It appears I could simply pull the needle and readjust the position to fix it, but before I do that, I would like to know how/why it did that.

It just happened today and we are not sure if the fuel gauge will go down when fuel is burned. (Did not fill up with gas today and it has about 40 miles since last fill up)

If pulling and readjusting the needle does not fix it, What are my options for a new gauge cluster. Will one from a LX,EX fit? (We have an automatic DX model that does not have a tach and a few other lights) I am assuming there is no difference from a 2/4 door. Is it plug and play if we decide to go this route? (BTW, I was thinking the less costly way and buying it from ebay rather than the dealership) Could the digital odometer be matched to the existing gauge cluster?

Also, I did a search on removing/replacing the fuel pump/filter/sender unit and it seems that you need a special tool to remove the assembly. Is there a way to remove it without the tool? If not, where can I find this tool? (dealership only?) thanks
