Default No heat or ac no lighting up

Hey guys/gals this is my first post on here... I have a 2004 Honda Accord with a 3.0 vtec motor...recently I lost all heat and no heated seats in my car...I have checked every fuse and relay in the car and they still do not work...any ideas on what I should try to look for next? The lights on the buttons don't even turn on and I can't get the blower motor to turn on...thanks for anyone who can help...

Check/re-check under-dash fuse no. 30 (7.5A).

If it is not blown, do you have a multi-meter for testing?

I have checked all the fuses. Even the relays under the hood with a volt meter they all read .2 or .3

Does the car run? If so, can you clarify what all reads .2 or .3 with a voltmeter? Is it only certain fuses or all?

If the car runs, every fuse cannot be reading .2 or .3 volts.

Is the voltmeter set to DC? Are you properly ground the voltmeter's black lead when taking a reading?

I need to know that you're properly using the voltmeter before moving on to some tests.

I checked them for continuity set on ohms. I have class in the morning so I will check after that and I will post on here what fuse gives what reading.

Start with under-dash fuse no. 30. This fuse should have power running through it with the ignition switch in the ON (II) position. You do not need to start the car for the test. Report your result. We can try to narrow down the area of the issue.

Thank you tech8 for that. That was the first thing I went to and looked at. Sure enough...there was not a fuse there what so ever...no idea how that happened....so I went to advanced auto store and bought fuses. Put a 7.5 amp fuse in. And it all works....thank you so much for your help
