My guess would be...

A- It was sawed as a result the recent removal of vivalo from NJS
B- They are doing something artsy and cool
C- The bike was locked up and rather than cutting the lock law enforcement cut the bike
D- Who gives a ****
E-

I just got cheap sylvan tracks with large MKS steel + Toshi straps. No threading on the pedals kinda suck (bolt+nut/nuts get loose) so I replaced the nuts with skateboard nylock nuts.

SPDs and Sidi Dominators. Forget you clowns and your street shoes.

And that guy probably cut up his Vivalo so he could use the tubing for riser bars.

Anyone in Costa Mesa?? Going to be in town M-F for some work stuff 9-5 but free after that. Might bring my bike.

i rode clipless when i was a courier and/or going on long rides, but there's no point in using them if you're just riding from point a-b.

that "wearing tap shoes" sound get's annoying quickly.
