Default WOT Hesitation on Dyno

Recently got my turbo project finished. My Setup JDM B18C (Type R) swap into a Civic, Precision SC50 turbo A/R .48 - 60 trim, InlinePro Manifold, 38mm Tial Wastegate .3bar spring & BOV, 2 1/2" DP and exhaust, Car Sound Cat, Hondata S200B, RC440 Injectors, PlxM-300 Wideband, intercooler, 2 1/2" Intercooler Piping, NGK BKR7e, MSD SCI ignition, MSD SSBlaster Coil and cap, Turbosmart Boost controller, etc.

Took my car to my tuner to get tuned. Strapped the car down, tuned the partial throttle maps, everything cool. Started tuning boosted portion of fuel maps.
Tuned lower portion of boost map. Everything cool. Engine would go into boost.
Set boost level to 6 psi. Started doing some WOT runs. Engine would revs to about 7000 rpm. and then would stop making power and just fall flat. A/Fs at WOT between 10.1 and 11.5. Is this too rich? Kept it rich to eliminate detonation. Dyno read about 190 hp and 140 ft-lb torque. We checked number 1 and number 3 plugs, they looked perfect. I know that I should be making alot more power. I was hoping for around 225-235 hp and around 180 ft-lbs. torque. We doubled checked all the piping no leaks, checked the wastegate seems to be working properly.

We took the car out for a test drive. Pulled very strong to 8000 rpm. Went into boost. Could not recreate hesitation on the street. I did not redline it. I did not want to deal with any cops.

My tuner was stumped as to why we were getting the hesitation. He thought that maybe the turbo was to big for my application. Not running enough boost.
I don't want to go beyond 6 psi on stock internals. Compression is around 11:1.

Also has anybody had any luck with dialing out the overlap on their cam gears. What sort of setting are you using? I know that it should be done on a dyno, but just wanted to see what other people are running. I was thinking of going with
-2 Intake and + 2 exhaust.

Anyhelp would be appreciated.
