Default Wideband O2. Does it need to wastegate gases?

Making a new downpipe and dumptube and have a question:

If I go with the wastgate dumping to atmosphere (outside of the car) does this alter the a/f ratio that the FJO mounted in the downpipe would see?

I.e under full boost the FJO is only seeing a portion of the exhaust. Is this a negative for tuning?

Do you think its manifold dependant? Here's mine. Looks like cyls 1&2 would be left out of the exhaust used for tuning when the tial is open.
