Default why does my bov release air even when at 0 psi?

I don't understand why the bov would release air if only reading 0 psi...
is it set just way too low?

Even if its 0 psi, the turbo is still doing work and can cause the bov to release pressure.

This occurs at partial throttle because the pressure in the manifold after the throttle body is at 0psi, however the turbo may have been starting to spool and actually creating positive pressure in the charge pipes before the throttle body.
