Default Why does this happen when I spool the turbo

Hey Whats up, Im running a 99 gsr with a greddy 18G turbo. I recently got some work done on my clutch. I installed a 6 puck act heavy duty w/ 12lb flywheel. I was wondering if my boosting is running wierd or do I need to get a tuning? Whats happening is the boosting sounds like it whistles and it slightly lags before max psi. I remember it would spool up a lot smoother. Also, I when using hardly any turbo my bov sounds strange too but only lately. It makes a noise that sputters air more then one even release of air? If i hit the gas hard and get real high in rpm's it sounds nice? any thoughts?

does it sound like fluttering when the bov goes off?
cuz then it sounds like compressor surge, and the most likely culprit i can think of is a bad vac source or line to the bov. make sure it's connected tightly and not leaking at either end.

Where do you connect the BOV to?

the bov line connects to a metal tri split connector that goes to the intake manifold the bov and the last one connects to something else

Yeah there is a whole mess of tri split connections. Does one vacuum manifold replace this? Another thing I just noticed is the turbo doesnt really boost at all in first gear....too much pressure...boost leak? what do you think? I know I need to replace my spark plugs...because they gone bad...but is that going to fix the turbo spooling?
