Default when i should be reading boost?

i just installed my drag gen III turbo kit in 97 lx with b16 and im having problems determinign whether i have a boost leak or not...ive heard a bunch of numbers about this kit about when it reaches full boost and the most commonly used rpm seemed to be a round 4500....i read about 5 psi around 4500 but only when i am like flooring it or almost wot....i could be cruising on the highway at 4000 rpm at very little throttle and be reading like 8 in HG of vaccuum....does that sound right or should i alwaya be reading boost at certain rpm's or is it only when i push the throttle fast enough to create boost?

boost is load dependant, so if you are cruising there is almost no load on the motor which means no spool

^^^exactly, which is also why you could be cruising at 8000rpms and have no boost at all.
