that bar is connected to either the wastegate or actuator thingie... its either for fitment issues or required for boost spiking/bleeding. educated guess cuz i have no clue... just tryin to help.

If you know what car it came off of just go to the public library and look at the service manuel and it'll tell ya, unless some one else can answer this sooner. You could use the bung to mount an egt probe if you remove it.

I could be wrong, but it looks more like a EGR setup than a wastegate.
If it is a EGR setup, you can simply just plug it off. Where is the wastegate at?
Its obviously internally, but I dont see the actuator anywhere. did you take it off?
