WET turbo filter bad?

WET turbo filter bad?
Was driving home from work when I noticed that my turbo spooled a tad slower and felt like it was sputtering when it hits 5psi. When I got home checked the filter on my turbo and it was wet...but, not soaking wet. Will this damage the turbo or can I just take the filter off and dry it and slap it back on?
Here's my turbo, this shot is looking up from under the driverside fender. I took out the fender liner cuz it was scraping my tires.

even if its only a tiny bit? wouldnt it go throuh the I/C and kinda turn it into mist? or am i royally fucked?

Yes that is correct.~ mist of water will not hurt.. but puddles of water might be harmful.. i have seen all motor cars with the cold air intake suck up puddles and still run so..??a filter would be nice.
