Default weird boost problem

this is not honda related but it is fi related i'm tryin to help my freind he has a 2000 gti 1.8t t3/t04e fully built motor standalone not sure what kind quafie 6 speed trans, front mount intercooler and apexi boost controller his problem is when we picked his car up from when it was tuned every thing ran fine but now since it's got coolder it's not regulating boost any more it's set a 1 bar and will spike to 1.23-1.35 bar i tunerd the boost down to .75 boost but it still spikes to around 1.15-1.22 bar i checked all the wastegate lines they all look fine anyone have any ideas what this could be i think it's because of the weather but he thinks it's b/c he wrapped the intercooler pipes.

it could be because of the dense cold air that it pulls in. it might be forcing more are because of the density. i know i have worked on a few cars since it has gotten cold and we have had to turn the boost down.

i thought that too but it still spikes not as high when it was set to 1 bar but i'm still concerned with it because the high boost setting is 1.5 on 100 octane and it's getting close to that set at .75 i used the graph mode on the boost controller and it dosent seem to be dropping down after the spike just holding it at 1.23-1.35 bar
