Default wastegate or emanage problems?

I have a hks wastegate, running greddy profec e01. car was runnin good the other day, now this mornin i get on it pretty good and i can hear the wastegate opening at 2 ps1 or so. i can still jam on it and pull the boost up to about 14.5 psi but it takes my whole rpm range to get there. the car normally boosts about 28 psi. So... my question is does anyone have any experience with either product enough to know whether
1) my wastegate could have a problem
2)my boost controler is faulty and could force the wastegate open
3)some settin in the emanage is gotten screwed up
my setting on the boost set up are, Start 55, gain 19, set 26
i would appreciate any help i want to go race

easiest thing to do is, hook the turbo to the pressure port on the gate, and see if it acts normal on spring pressure. if it does, chances are it is in the boost controller.

and it may not be the E01 itself. Might need some other adjustment
