Default Wastegate problems

I need some questions answered or at least some theories throught out there if anyone can help. I have dual sbc spec s controler. I have had problems in the last 4 days controlling boost i.e. hitting 15+psi when the controller is set at about 7. So i took off the vacum lines that were connecting the silinoid to the wastegate on the side and also unhooked the vacum line running from the silinoid to the turbo itself(plugged it) and then ran the vacum from the side of the wastegate into the manifold. So at this point I should be just using the wastegate, correct?. But regardless i still can't control boost, it still hits about 15psi and my spring is set around 5psi. The wastegate is a turbonetics delta. Im pulling my hair out over this. I can hear the wastegate opening but the boost continues to climb! Any thoughts would be great. Thanx.
