Want to Turbo
Okay for starters i have a 99 civic and i just picked up a b16a2. Id like to boost it, nothing crazy its a street car.
I have a few questions and sorry if i have this in the wrong section or seem ignorant...
1: I live in NY and i have to pass a obd2 reading to pass inspection, is there a way to tune an obd2 ecu? I only know of Hondata and it requires an obd1 ecu which to my understanding wont work for the reading. What can i do to make my car pass inspection if i boost it? Im sure someone has had this issue.
2: Im rebuilding the engine (pistons, rods, bearings, valve train, etc.) And not sure if i should alter my CP at all, im only looking to make about 300-350 to the wheels ( yes im aware its not cheap). I dont want the car to be dead before the turbo spools and i dont want it to spool before 3000rpm and i want it to go wheel breaking loose crazy with boost after then lol. No i dont have a budget (ill get what i need when i get there and not cheap out) or a deadline my d series runs fine and im willing to wait for the right setup.
3. Suggestions on parts after the #1 question is answered lol.
Id love to boost it and not jump through hoops to get it inspected but if there's a known way to do it im all for it thanks guys...

No, you can't tune an OBD2 ECU. Your best solution would be to keep your OEM exhaust manifold and injectors, swap them back on during inspection season, then swap the turbo back on afterwards. Many people do it. Before anyone tells you otherwise, no, an FMU/VAFC is NOT tuning.
Alter your CP? You mean your CR? Compression ratio? Compression doesn't control spool - turbo size does.

Well my buddy had told me and idk if it will work, but put the oem ecu in and drive it 50 or so miles and just keep it under boost and it shouldnt kick a cel on but idk. Haha idk what a fmu/vafc is. And i wasnt sure what the aem tuner is, looks like a whole ecu u program, but im not sure nor was i sure if itd work for obd2 reading.

One more quick question can i run a ram horn mani and still retain powersteering? I can careless about ac but i like my power steering. yes ive driven a civic with out it i just like it much more for dd reasons.
if you know who made it you should be able to ask if not guess your stuck dry fitting it.

Ive heard good things about evanstuning. Havent put much thought into it. I didnt even plan on looking for a motor till spring but i got a deal on this one so i guess it peaked my interest a little sooner than expected.

AEM is a standalone tuning solution. I'm fairly sure OBD2 readers cannot read AEM ECUs, so that would be out of the question, but like I said, I'm only fairly sure about that.

I just keep a po box or friends address in a town that doesnt do emissions but is local. Then when you go to register your car you just bring a piece of mail that was shipped to that address. Or get a po box..
Yeah eggs, it has been answered. The answer is "whatever your tuner is most comfortable using".
The backup address option is also reasonable. It's technically fraud if you're using a friend's address, but it's one of those things that no one actually gives a **** about. Use a post office box, though, and you should be totally in the clear, legally speaking.

Do i just cap off the oil feed/drain lines and hook and intake up? Or leave the turbo sitting there and slap the manifold on it and let the engine just suck air through that?
The...wait, do you understand how a turbo is mounted? The turbo manifold, turbo, and downpipe replace your exhaust manifold. You remove those three pieces and replace them with that one piece come inspection time. Easy as that. The turbo won't be on the car. Yes, you just cap the feed and return lines. Leave your intercooler and piping. Just remove the turbo manifold, turbo, and downpipe, reinstall your factory exhaust manifold (including O2 sensor) and ECU, give it 50 miles, then pull it in, get your sticker, go home, and put your boost stuff back on.
Ik how it works but no one mentioned an intake so i though u knew something i didnt lol. So ill have to spend extra money on a b series manifold and ecu lol. Owell maybe ill rebuild it for stock specs and drive it this summer then turbo next winter, can i push 300-350whp with stock CR? Putting forged bottom end in it so it should be good
Without the turbo, your intercooler piping becomes your intake. An exhaust manifold is cheap - just get one off eBay. You should be able to find an ECU fairly easily. Gotta pay to play, man, and if you want to play against the intent of the law if not the letter, you'll have to pay a little more. Yes, you can push your power goals on a stock block. Put some decent cams in there, and you could make 400 with the right turbo.
