Default unstable boost ?

I recently finished the turbo set up on my car and I'm getting periodic unstable boost. I'm running 10-12lbs controlled through a greddy profect b2 and the waste gate spring is 7lbs. What happens is boost goes up to 7lbs progresses to 10-12 then falls back to 7 then back to 12. I've got the peddle to the floor but the waste gate sounds like I'm coming on and off the gas. This is a used kit so I was thinking that the wg spring may need to be replaced.

Any ideas.

H22a1 GE mid Sleeves
JE 9:1 pistons
IB light Rods
Fmax kit w/t3/t4e 60 trim
Tial 35mm wg 7lbs spring
Msd A6
720 cc injectors
AEM EMS
Greddy profect b
Other odds and ends.

13.8 @ 102 @ 7lbs

it might be the samoflange in the mega plenum. Check and see if you've got enough fluid in your tires and replace the anti-spasmatic switch while your at it.
