Turbo gurus...need advice on a foundation to boost.

Turbo gurus...need advice on a foundation to boost.
Ok, I've been using the search tool and researching as much as possible. I've learned a lot, but am being confused at the same time. Here's what I want:
1) Reliability (something that has room for error, room to grow)
2) 300+whp
3) 12's in full street trim (read: not gutted)
4) Streetability (nice torque above 200ft./lb. with moderate revability; 8krpms)
(kinda vague...huh?)
I'm planning on the basics:
DRAG III kit (T3/T04B)
Eagle rods
JE pistons (9.5:1 good?)
Hondata 2B
550cc/min injector (or larger)
MSD 6AL
ARP studs
My confusion lies in the foundation. These are the raw materials I have to work with:
B16A block
B18B block
B16A head
B18C1 head
all in a 92 CX
What would be the better (more reliable/efficient) combination of parts? B16A, LS/VTEC...? What is the better head to use? Are sleeves needed at the psi to meet my 300+whp (more like 350) goal? Does the r/s of the B16 outweigh the displacement of the LS/VTEC? Will the T04B (B16 DRAG kit) handle the required power efficiently with the given engine? I'd be using an ITR/Skunk2 manifold (according to the head used), would I benefit from a sheetmetal unit (HP)? I read the GS-R gears/LS FD is a good tranny for boost...true?
I appolagize for the slew of questions, but the more searching I do, the more of a headache I get Feel free to flame, comment, suggest, whatever as I'm an obvious newcomer to FI.

start out with the b16a engine sell the b18c head and sleeve the the b18b block the grow into that with the b16a head with the sleeved block

Yeah, I was thinking along those lines. But what about the turbo? Will the T04B be able to meet my horsepower goal effectively? Around what psi would you estimate? Ballpark.... Of course if I sleeved the B18B, I'd go up to an 84.5mm bore.

300whp yes, i am not sure were that turbo tops out but it would be a little small for a b18 or a 2l b18
