i am considering getting a b16 with ITR internals in the head itr intake mani and TB with a bone stock bottom end maybe throw some ARP bearing bolts in there and turbo. my question is what size down pipe to run...i was thinking 3inch? unless told other wise...hoping to get around 300whp @ 10-12psi. and anyone running this setup? and how do you like it?

yes 3", you dont really want anything smaller than that if your lookin for some good power.
