Default Tial 38mm problem or no?

i got a 38mm wastegate TiAL. Its been sitting on a motor that hasnt been drivin in months. when i took it off the manifold all was good, then the fire ring fell out like usual but then something wierd happened. the diaphram fell out. but it doesnt look like something broke for it to fall out, theres like a dowel that it sits on that goes up into the spring housing. i can sit it back on the dowel but i cant press it in where it will stay. is this normal. do the 38mm do this. does it just stay on from exhaust pressure hitting it as its exiting?? or is it Fux0rd.

Pics? It's kinda tough to follow. It looks like you're missing some allen head screws, but it's tough to tell.

no im talking about the diaphram that vents the actual exhaust gas. theres no allen screws no where near it. its what the fire ring presses against.

i dont need to pull the top cover off, it has nothing to do with this. the valve fell off the rod that goes up into the top housing. like its just pressed on it looks like but i couldnt get it to stay on there.
