Default wastegate problem?

I have a 38mm Tial Wastegate. The housing (the polished part the holds the spring etc) spins around freely. I don't think this is supposed to be happening, but this is my first external wastegate so i don't know. I can't seem to figure out how it got loose or how to tighten it. Can someone please shed some light on this for me? Thanks.

i've tried spinning it right but can't seem to get anywhere with it, did you push down or pull up,a nything special like that? or maybe mine's just screwed up, hope not, i'll try spinning it some more.

also, if it doesn't stop spinning, think this will effect its usefulness?
