surge at full boost

surge at full boost
i am have some sort of surge at wot on 19psi, the boost gauge is going from 14 to 19 psi.it sound like.raa mm raa mm raa mm.waste gate ?turbo?boost controller?any advice would help!if i need to add more info just ask...

If it looks like **** and smells like ****, its probably ****.
In other words, I'd feel safe saying its your boost controller. I'm assuming its electronic, and if you don't have it set properly, it will give you more problems than a rich blonde girlfriend addicted to cocaine.
