steps to seat piston rings?
Crosshatch cyl walls during build up
Use non-synthetic oil first 1000 miles
Don't drive at constant RPM for the first 1000 miles (keep varying speed on freeway, etc).
Always worked for me.

on CSI, some guy said he does this...
"rev it up to around 3000, let the engine slow itself down, then up to 3500, slow down, 4000, and rinse and repeat."
is that right?

The time it takes for rings to seat is relevant to the accuracy/method of the honing process. This varies from machine shop to machine shop depending on the machinary they use. IB has some great info on the sleeving company they use (Golden Eagle)
This can vary with many factors from Stone/Diamond cutting bits on the honing machine through to the cross hatch finish produced.
I highly advise you to read Jeff's writeup on it..

First you want to tune the car for at least part throttle.
You shouldn't baby the engine or beat on it, you should do sweeps up the rev range (one tuned) then as has been said let it spool back down.
