sr20det question (sorry)

i am in the process of buying a nissan pulsar gtir, this is an awd hatch, similar to an eg or ek in size, and comes standard with a sr20det with ITB's and 227 bhp. the car i'm buying has fmic, 2.2 hks crank, hks cams, cam gears, hks forged pistons, roller bearing turbo and other parts. it has been tuned to run safely on 1.7 bar boost with 98 RON fuel. the thing is, it didn't seem that fast when i was out in it. and has raced and been beaten by a few smaller bhp cars. i dont have a full spec list yet, but i do know it has a $1500 turbo, but isn't using using an external wastegate. is this what i need to change? the guy i'm buying it off bought it how it is, and knows very little about it, i dont know what ecu it has, but i'm guessing standard, as it has 2 apexi units mounted on the dash.
my question is, does this setup seem to be missing vital parts? and would/should it be fairly easy to get 400-500 bhp out of it?
i know the american sr20det cars produce big power, but i dont really know if the people in the uk who are regarded as the specialists in gtir's, know what they are doing. i think tuners in the uk, make a lot of money, for minimal results.
i'm gonna have this motor soon, just tell me what to do with it.

I don't know the kinda of power the SR20DET in the US is capable of but here in UK, Pulsar GTiRs were as rare as gold dust when they were 1st introduced but now are so common u might even see grannies using them for their groceries..
Nearly all of them are imported from Japan though as very few UK models were snapped up when released here. There are some pretty quick ones here, and seems like very difficult to get big HPs in Pulsars. Even some of the most extensively modified ones are maxing out at around 400HP. Most of them are around 300HP mark. The block might have the potential but in Pulsars seems to be limited, maybe by the weight of the car of HP sapped from their gearboxes and 4wd transmission.....dunno just a thought. There are some good named garages here that specialises in GtiRs and know perfectly what they're doing, so I'm sure if 500+hp can be done, someone here would have done it.

Most GTiR guys run *VERY* Small turbos. For some reason, the UK and European guys love fast spooling turbos. Most US SR20 guys are running larger T3/T04E's and are making much more power than the UK and European guys.
