Solid CEL Issue
have no idea if this will help at all....
but, use a DMM to check the CEL pin at the ECU connector. Maybe it shorted to something? I believe its a green/orange wire.

heres an idea
MAKE it throw a code
unplug something random like... o2 sensor, tps, iacv ect...
the car should still run, then check the CEL and see if it flashes or not
if it does flash then maybe check the service connect agian and make sure its not shorted
if it doesnt blink a code the trace the wiring for the CEL and see if its wired correctly

i had a constant cel on a car.
i was a itr swap into a 96 hatch, the 3 wire/2 wire iacv problem.
had to unplug a ecu pin and move 1 pin over 1 spot to run right.
the car would buck wildly at light throttle, drove fine other than that
was using a p28/p06 chipped computer with a conv harness
