Seals go out?

I just noticed this yesterday while replacing a sensor. There is oil around the manifold to turbine housing and also the center section to turbine housing. I checked the intake of the turbo and it's dry. I haven't had the chance to pull the lower charge pipe yet. Does this sound like the oil seals went out finally?
I did notice some oily sludge in my exhaust ports the other day which I'm still trying to figure out. I had the head redone with new guides and seals. This head has less then 50 miles on it. Is it possible that it's so bad it's running down into the turbo?

So is there any chance the valve seals are just leaking that damn bad it's causing oil to drain down into the turbine housing and be pushed out through wherever. The head was done by a machine shop. 16 new guides/16 oem valve seals. Plus the seats re cut and the head was decked for flatness. What if he installed the seals backwards?
well even if they dont know hodas, so long as they are a reputable shop then i would hope they put them in correctly. there is a different part number for intake and exhaust, dimensionally im not sure there is a difference never measured one. Valve seals can leak pretty bad BUT thats doesnt mean its your issue. How many miles on the turbo, what size feed and return line on the turbo. what brand turbo, any oil restrictor being used?
Usually when you have oil in the exhaust ports its valve seals or blowby from the piston rings, is this car smoking and if so when IE idle after long idle when tearing through the gears etc...

Yeah I marked the packages for him but I know he was going through a hard time with his dad being in the hospital and stuff. Maybe he got confused.
-3 feed 10 return precision SC34 turbo no restrictor as advised by precision.
Not sure of the miles. I've ran it for about a year now and it came from a friends car. The bottom end has loose clearances for boost so it does smoke on start up. I haven't really driven the car since it's not tuned for the new motor. So yeah it does smoke upon startup but kinda goes away after running. It might be just bad timing but there were no signs of oil anywhere on the turbo when I re torqued the bolts after they came loose. I put about 40 miles on it to make sure they stayed tight. I noticed it when trying to get the temp gauge to work again. Just started out of nowhere. Precision wants $190 to rebuild plus shipping both ways. Basically $250
I know that one set of guides is longer then the other. So that explains the different seals. I'm curious if he installed the guides on the wrong sides. The motor had maybe 10 miles on it before I had to pull the manifold and that's why I noticed the oil in the ports. I had the head done over probably 3 months ago so I doubt the work will carry any type of warranty.
