Retarding ignition = overheating problems?

Default Retarding ignition = overheating problems?

A friend of mine has an overheating problem in his d16y8 with greddy kit.
He still has his stock 00 coupe radiator
he is running stock injectors on the blue box at 7.5 psi.

we are trying to track down the root of his problem. He has:
Replaced his radiator cap
Replaced his thermostat
Flushed his radiator

and his car still overheats at idle and sometimes even while moving

Two questions:
Yesterday while talking to him he mentioned that he has his base timing retarded 10 degrees and that shocked me. I thought that might be a lil much considering he is only boosting 7.5 psi on the bluebox.

Is 10 degrees too much pulled out of timing for his setup?
Wouldnt retarding the timing too much cause his car to run hotter ... hence his overheating problem? ie. combustion may be happening later outside the combustion chamber
