Default Quick question about turbos and backpressure

Hey can someone explain to me why even at the same psi, a turbo car will make less power with a more restrictive exhaust?

I'm not asking about lag.

I think the answer is the reduced CFM and that more burnt gases are left in the combustion chamber.
