Default PSI going way to high(HELP!!!!!)

Ok here's the deal i have a 94 boosted gsr.
Stock block with 440cc injectors and a Fuel plump, and 3inch piping around, with hondata s300.
I just bought a tail 38mm .5bar(7psi) wastgate.
I originally had a cheap wastegate that hold 6psi. it ran perfect tuned
then i paid a shop to install my GReddy PRofec B-Spec. with another wastgate since my frist one was way to big and keep hitting my hood.
SO HERE's THE PROBLEM
when my boost controller is off. it passes the 7psi it goes all the way to my boost cut at 10psi.
first i thought it was the wastgate but its brand new and the 2nd wastgate i tried. i bought tail because my tuner said the old one had to big of a spring (1bar). so then i tried disconnecting the hose that goes to the wastgate (the top one). and it still dose the same thing.
so right now i'm lost plz help

never heard of "tail" wastegates. It's a Tial. unless you got ripped and got a no-name imposter.

Take off the boost controller completely....i.e. remove all the components and see what the wastegate does.

I think you may have it installed incorrectly.

Are you sure that it's hitting boost cut and not just creeping? You might get a little bit of creep up to about 10 psi with that 7 psi spring. Make sure that the spring that you are supposed to have in there is the correct one before you continue trying to diagnose everything else. Double check that your WG is assembled correctly with the proper spring making sure that everything inside seats properly...and then take everything else out of the "loop" for your WG vacuum lines to your WG. A broken seal inside the boost controller could be bleeding a little boost allowing it to spike a bit. Make sure that it is not T'd off of a T which has been T'd off. It should have it's own dedicated line to the IM.

thxs ama go check it out. but yeah it spikes then hits 10. but yeah its tial i spelled it wrong. can some one show me a picture or something how the lines are suppose to look.
