Default Problem with my BOV...you tell me!!

I have a 1st gen eclipse BOV on my civic and i am not sure if it is working correctly. When im at idle the BOV is open. When i rev the engine a bit it closes but does NOT stay closed. I do not have a vaccuum leak and i believe it has been crushed. IS this the way it is supposed to be or is it a POS. I have not driven the car yet because im an still putting the kit together. Any info would be greatly appreciated. Heres a pic so you know which one im talking about,NOT my actual one but jsut as an idea.

My Greddy Type S does that and so does a couple of friends.

Under vacuum the valve opens up to release the pressure

Once you put load on the engine, the valve closes

Yes that is perfectly normal. If you crush it then it will stay shut at idle.
