Passing SMOG/State Ref with a built block?

Default Passing SMOG/State Ref with a built block?

I am contemplating building a lower compression block for my ITR once I get my turbo kit, and was curious to know if I could pass smog with it if I removed my turbo and left the block in my car. Anybody wanna comment? Or has anybody done this and passed?

You would have no problems as long as the car passes the sniffer.
