Default Passing SMOG on a built block

Hey guys,
I did a search and came up with only one result that didnt exactly answer my question. So here's my question:
I want to go turbo. I want to build my block to withstand some good boost, so that I can really have some fun. Im not worried about the cops in my area, what I am worried about is passing SMOG. I understand with all the turbo equipment attached to the motor I wouldnt have a chance in hell to pass as I do live in California. But, I was wondering, would I still be able to pass SMOG if I took off all the turbo equipment and put my stock header, intake, exhaust back on running the built block?

In Arizona (i know not as harsh as Cali) I've passed on a built LS/VTEC. I put a stock P30 ECU in and stock header/cat etc.., but left the exhaust on and passed.

I also passed on my 9.6:1 GSR last June. It's just Wiseco pistons and Eagle rods with a semi built head and it passed just fine with all the stock stuff in except exhaust.

Since my friend and I live in the CA as well we had the same concern.
We both have d16z6 motors which has good compresion ratio stock for boost (9.2:1) so we tried to keep our compression as close to stock as possible with the new internals.

After getting the motor built my friend got popped for modified exhaust and modified intake and had to go to state ref. He was able to pass the smog check with flying colors.
