Overboosting questions with 2jzgte

So I've got a stock 2jzgte with the stock twin turbos. The stock pressure is supposed to be 10psi, but it goes beyond that and has a fun ... I mean, fuel cut. The Greddy electronic boost controller in there recorded a spike of just over 18psi once, so I thought that was the issue. I took the boost controller out and still have the problem.
Anyways, here's what I've decided thus far. The wastegate(s) aren't opening and causing the overboost issue ... but I don't know the reason for it. I'll check to make sure the wastegate lines don't have cracks or other problems, but is there anything else I should check? How would I check the wastegate actuators?

is it a jdm motor becuase the wastegate on them are smaller than usdm ones. get a bcc and you wont have any problems that the motr and ecu can handle 18psi easily
Is this a JDM GTE motor or US spec? That will make a huge difference (different turbos, different wastegate, injectors cams etc)
FYI- There is only ONE wastegate for the stock turbos. The other actuators are used for the sequential system. Check the vacuum hoses for the wastegate (which is located above the water pump on the turbo its self.
