Default oil problem

i am having the worst oil problem ever. First i was sent -4 line. I got a restrict valve and now the oil going into the turbo isn't as much. So yesterday i pulled my drain hose off to see if its draining right, and the oil started to come out of the drain flange in the pan. my drain flange is all the way to the top of the pan. So i let the oil drain out to about what seems like 1/2 qt. Now i was thinking if oil level is sitting the same level as the drain flange then the oil in the turbo isn't going to drain right. So this morning i went to check the oil cold. NONE there was no oil on the dip stick. So i put 1/4 qt of oil and it was sitting at the first dot. went to class and came out, so the engine had about 1 hour to sit. The oil level is now up to the 2nd dot. When is the best time to check oil? cold or warm? And does anyone know how low the oil pick up sits in the pan. I think i am going to fill it up to about 3 qt to let the oil drain out of the turbo right. I am burning blue smoke like nothing. I don't think its the seal on the turbo because its a brand new seal. I know its leaking out of the seal, but i don't think its a blown seal.
