not enough boost....need help

Default not enough boost....need help

Quick setup list:
d16 sohc srp 9.0-1 pistons, eagle rods
t3/t4 turbonetics turbo 50 a/r
Tial waste gate
drag intecooler
2.5 dp
hondata, 550 injectors

After my break in period, I installed a turboSmart manual boost controller. I had it set to 15 psi this past winter for maybe 2 days, and I had to pull to turbo to have it rebuilt because of some shaft play. When I finally got around to installing it, the temps outside had went up a little. Now I cant seem to boost past 12 psi! NO MATTER WHAT! I actually installed a friends 18psi waste gate spring, re-did the vacuum lines for NO boost controller, and still it wont go past 12. I thought that maybe because I lowered the compression down from 9.5-1 to 9-1 and the temps are hotter that might be it. BUT I can hear a pressure realease under the hood. Like the waste gate is opening at 11-12 psi!!! I thought maybe a boost leaking in the piping. NOPE!! I double and triple checked the few couplers I have (most of my connections are professionally welded) and everything it good. I have seen these same setups go to 16-17psi. I just cant believe this is all that this motor will push this turbo!! If someone has an idea... help, please. I want to take it back up to dyno again, but I want to go a little higher than 12.
