A wastegate limits boost pressure by discharging exhaust gases in such a way that they bypass the turbo, preventing it from spooling up further. A blow off valve discharges pressurized air from the charge pipe (pipe between intercooler and throttle body) when you slam the throttle shut so that the pressurized air, which has nowhere else to go, doesn't try to backdrive the turbo.

No they serve different functions. I believe some OE turbo cars operate without a bov but all turbo cars to my knowledge require a wastegate. A bov is a good idea though. Also you may not pass emissions with a bov that vents to the atmosphere.
