Need help with a boosted civic
Wassup guys kinda new to all this so sorry if I say sun I don’t know. So I have a 96 Honda Civic sedan a Friend Left for me [d16y7] it has a turbo kit and a chipped p28 ecu I believe. It also has a y8 intake manifold with the y7 throttle body, e85, maxpeedingrods turbo, emusa wastegate, protuning lab bov, and a boost gauge. The problem I’m having is that when I turn on the car it revs up to 3500 rpm and sometimes 4500rpm and the revs just bounce around. I bought a new tps sensor and made no difference. But when I cover where the iacv would go in the intake manifold and cover a hole in the entrance of the throttle body it still revs up to 3500 but stays smooth and not bouncy. Help please
Possible dirty/carbon build up with the IACV. If it gets all junked up, it can cause a rough erratic idle.

Ignore the single cam haters. 
High idle is indicative of a vacuum leak. It sounds like your IACV is causing some of the issues, but you still haven't solved the entire problem. Make sure the throttle is able to fully close. Is there enough slack in the throttle cable to let it fully close? Is the angle of the throttle cable good or bad? Is the cable frayed? Is the rubber boot getting caught between the cable and the throttle arm?
You said you have a Y8 intake manifold - is it the one with the air bypass? If so, you have to pull the intake manifold and plug those holes, or they will create a major vacuum leak.
There are several other areas where you may be getting a vacuum leak if these are not the solution.

Well the intake I have is the one where the iacv goes in the back close to the firewall. I plug those holes there and it still idles to around 3500rpm but stays smooth and doesn’t bounce but it doesn’t move from that.
Brake booster port plugged in?
Sounds like a rather large vacuum leak as others have already said.

That’s what I would look at first. Take off your air intake tube with the car on, and see if your throttle is closed all the way. Have somebody push the throttle cable with the car on and intake tube off, and see how it’s moving.
Wassup guys I’m back so I I got a new intake manifold with no iacv that bolts to the back, I changed the y7 throttle body rotor to the y8 one and put everything back in and to no success the car still shoots up to 4K rpm like nothing changed
Finally, try another ecu not chipped. Or someone with an hondata ecu. Have them decrease pull bar the IACV in the idle parameters
