need boost help!!!!

b16 t3/t4 50 trim
i pressure tested the intercooer pipping system it was good
swaped out the turbo still no boost?
do you guys think i have a bad wastgate?
im stumped need help asap
any sugestions would help!!!!
when should the turbo start spooling
