Necessary Turbo Upgrades. (engine)
I currently have the engine i want to turbo apart.
And i was wondering what is necessary for the internals. I want to spend as little as possible. Should i invest in pistons\rods or into valves\springs retainers. Or should i just port and polish...
I want to get the most amount of boost with these least amount of internal upgrading....

Definitely do pistons and rods!
Springs and retainers you can keep stock since you wont be reving too high to achieve max hp.
BTW: Turbo and cheap don't go together very well.

. If you are going to boost, don't go cheap on it. Forced Induction is just an expensive way to blow your engine if you don't do it right. If you want "the most amout of boost with these least amount of internal upgrading...."; get a Zex kit... Technically it's forced induction 
Rods/Pistons should hold you for a while. A mild P&P will flow a lot better. Grab those 2, and start working on spending $$$ for fuel management, that's the kicker.
