Are my seals blown?

I jacked up my car today so that I could heat wrap the intercooler piping being it's soo close to my downpipe, and I noticed that there was oil on the underside of my downpipe. I grabbed a light and it looked like there was a bunch of drops of oil on the inside of my downpipe.
I'm running the Stealthmode Oil Line Kit (I think -4 an feed) without a restrictor. The car only idle'd for MAYBE 30 seconds a week or so ago, no revving or anything, and has been sitting ever since. I was curious to know if I bought a restrictor if I could maybe save the turbo or are my seals already blown?
