Have you ran the car yet?
I have never heard of a stock DSM wastegate actuator producing 12 PSI. Most of them are "rated" at 12 PSI because that is the pressure needed to fully actuate the wastegate, but usually they only have to be cracked open to effectively limit boost.
Even the big DSM 16G only made 8 PSI.

could be a leak around the wastegate, can you change the length of the wastegate actuator arm? If so thats how you can raise/lower boost through the wastegate.

One way could be; hook up a spring to actuator arm and preload it until you get your desired lower boost level.
That seems weird you are getting so much boost from it. Don't most DSMs have like a 8psi WG and use a solinoid valve to regulate it 12 or whatever? Maybe the compressor housing is clocked enough past stock to preload the WG shut a little more than normal? Might want to get a snapring plier and see if you can take some tension off it by rotating the compresor cover a little bit.

the actuator ar is lined up like its suppose to be,im using vacuum line off the turbo right to the wastegate,id love to get it lower.
can someone wih the same wastegate confirm the 8 psi,i always thought it was 12 factory.

I'm running a t25 on my z6 also. Its rated at 8psi on NON-Mitsu cars (12 on Mitsu cause of a solenoid). Mine however spikes to 11psi consistantly but drops back down to 8 again.
