and what would be the best bang for the buck in a tuning device? not aem ems that 2 much!

for a stock internal sub 250whp D series build, there is no reason to spend $1k on an EMS. Get a chipped P28/P06 and run Crome.

sounds good i think that with 7 psi id be making about 200whp all day reliably and safely

what's your setup because that's a pretty general assumption...the power level at 7psi varies per turbo

Eclipse 14b's are a waste of time IMO....also T3/T4 doesn't mean anything....i'll take it that you dont have anything specific in mind....
