Well the name speaks for itself, but it allowes more movement of the exhaust which puts less stress on welds. Not only used for forced induction by the way.

yes or break bolts/nuts/studs... especially if you're on stock mounts... solid or even rigid aftermarket one's won't allow the engine to move as much.. but it's still good insurance...
stock exhaust on most honda's use the spring compressed bolts on the car to allow for engine movement... but if you're making decent power you probobly want a flexpipe in there for peace of mind.

plus if your slammed or just semi-low and are running 3 inch or larger you will rub your downpipe or exhaust some, especially if you are on bumpy roads at a good speed, it happens all the time to me
