Internal Wastegate Question?

You got to have the hole for the wastegate welded shut and then take off the actuating arm. This is all I know cause I'm wondering myself. I took off actuator arm (and there is still a small arm on my turbo) that attaches to the flapper that covers the open hole. I don't know what to do with it, weld the flapper shut and leave the arm there or what? It doesn't just "come of" without cutting it or something.
An associate of mine made a referrence to an internally wastegated turbo and stated that you could use a "block off flange" and install an external wastegate. But the block off flange that I saw looked like a puzzle piece and was designed for 5 bolts. Would this work on my T3 turbo? and if so what physically do I need to do?
