Default intercooler causing overheating on 97 lude

I started having overheating problems since I got the turbo installed with the A/C on. I just installed dual 12s on the radiator hoping this would fix the problem. But driving today (vegas 110) it started to get hot again I also noticed that it was worse now it started to get hot even without the A/C on. Now I did some moding of the intercooler the same day. Before the cooler was at a slightly angled position. But I put it back to straight up and here lies my problem. The cooler is blocking air flow now on the freeway its not a problem but at stop lights and bumper to bumper it gets hot. I'm able to turn on the heater on for a min or so and it cools down to normal. How are all you running your intercoolers in relation to your condensers and radiators? Close together or a few inch. away. Now I know most of you don't live in the desert so you don't get the temps I get here but this is getting anoying to say the least. You would think that with the air flow dual 12s would pull air should be getting around the intercooler. Now I know I have no bubbles and the engine is in top shape. I've narrowed the problem to the cooler cause if I remove it, the engine temp is normal ( yes the fans are setup right). Any ideas from those that live in hot temps or those that don't would be great.

Make sure that the fans are shrouded. I was using an unshrouded 12" and had similar issues. Used an unshrouded FAL puller type, and overheating went away. I've seen intercoolers that had 3" and more airspace between their radiator and IC. When they shrouded or channeled airflow between the two, overheating disappeared.
