Idle problem

Idle problem
I have a turbo ls. When i start it it idle 1000 but when i rev it it climb up to 3000 and hold there? My ecu is a p28 with hondata s300.. What possibly causing it. The fuel pressure is also reading at 60 psi at idle. I have bosch ev14 620 cc and walbro pump 255, i also have aeromotive fpr.. I just need help where to start investigating or it just need to be tuned. This is the first start up. Boost gauge vacuum reading is 15. So far no leaks
