with the s300 how does it physically control boost? by ignition timing?

If you have a set wastegate spring at 14 psi how can you achieve variable boost settings? i know you need a GM solenoid of some sort but how exactly does it work by overcoming the mechanical spring tension?

 

it would work by appling more pressure to the top of the wg.
