Default Hope this will work

I have a 1993 hatch with a JDM B16a Odb-1 Am going boost soon and bought a turbo I am unsure about? Here is the list of turbo parts:
New bar & plate FMIC 2x6x12 I think
New 2.5 IC piping
New 38mm Wastegate w/ 8lb spring (XS unfortunatly)
SS log Style Manifold (not ssautochrome)
Function 7 Oil inlet flange w/ oil restrictor
Hondata s200b with boost and staging
Socketed p28 ECU
DSM green tip injectors size ???
Greddy Type-S BOV
All New Hoses etc... Not yet but I will be getting a 255 walbro pump as well
Here is my problem
TO4B Garrett turbo with a .60 compressor A/R and a 1.00 Hot Side A/R
Will this work as my motor is stock for now as is my head. I see the T4 flange is seperated to prevent some lag but can I use this turbo on a Street/Strip setup and not have tons of lag? My motor has been run by me up to 9K but it is not tunned yet with or without the turbo so I don't know what it will do. If the turbo Hot side is too big can I change the hot side and run like a .60 on both I have seen this before.

you should be able to change it. I dont think the b16 is gonna spool it well at all, the stroke is too short and you might see full boost at 7k

having a divided housing like you say would help on the spool some but only if the manifold you have is designed to take advantage of the divided housing.

I would suggest getting something smaller like a t3/t4e with around 50 trim. I prefer a small turbine (exhaust side) on a daily driver for faster spool but its your call on what you want.
