Default Hondata chips

What kind of chips can be used in a p-28 hondata?
Can we only use a Atmel chip?

No, you can use a 29C256 from any company. Atmel just seems to be the most common. Different manufacturers add little prefixes, like the Atmel is AT-29C256, but as long as it says 29c256 you're good.
